Since 1997, APD has been involved, substantially, in the redevelopment of RAF Finningley (now Robin Hood Airport) as a Commercial Airport. Operations commenced in Spring 2005. APD has been involved in the following areas Operations: APD provided senior operations staff (including the Acting Operations Director) for the transition of the airport to full operating capability. This involved the development of operating programmes and strategies, including the security programme and liaising with UK CAA. CAA Licensing Procedures: APD, in conjunction with the client, was responsible for producing the Airport's Aerodrome Manual and associated operating procedures which form the basis on which the Licensee was granted. Business Planning: The establishment of the Business Case, and identification of the key sectors of activity, was the starting point for preparing proposals for the development of the new airport. In conjunction with the client, APD was involved in the development of the strategic business case, the co-ordination of the demand forecasts, and the preparation of the outline Business Plan and financial forecasts.
Town & Country Planning Procedures: The development of the new airport required planning consent through UK Town & Country Planning Act procedures. APD was responsible for co-ordinating the planning application and for submission to, and negotiations with, the planning authority. The application was considered at a Public Inquiry and APD provided expert witnesses on planning, operations and airport safety. As part of the development of the new airport facility, APD continues to be responsible for linking the construction and operational objectives to satisfy the planning conditions set out in the Planning Consent. APD is involved, extensively, in the review of the Airport Master Plan. APD continues to provide planning advice.
